India’s Odisha Plans AI and Blockchain Handloom Hubs

Indian authorities recently conducted a high-level meeting to review plans for establishing advanced handloom hubs and garment parks in the districts of Cuttack, Bargarh, and Jajpur in Odisha. The meeting focused on expanding textile infrastructure while integrating emerging technologies such as artificial intelligence and blockchain into traditional handloom operations.

The discussions were chaired by Sanjay Kumar Singh, Secretary of the Department of Construction, along with senior officials from multiple government departments connected to textiles, handicrafts, tourism, and weaving industries. Officials reviewed proposals aimed at strengthening Odisha’s traditional handloom ecosystem while creating new employment and tourism opportunities across the state.

In Cuttack district, authorities examined plans to establish an AI- and blockchain-enabled handloom hub in Abhimanpur. The proposed project is expected to be developed on a 2.77-acre site with an estimated investment of approximately $1.50 million. According to the proposal, the facility will include an administrative office, warehouse, guest accommodations, garment weaving center, display shops, and sales stalls designed to support local textile production and marketing activities.

The project is intended to promote regional handloom products, handicrafts, and terracotta items while also generating employment opportunities for local communities. Authorities discussed how the integration of AI and blockchain systems could help modernize supply chain coordination, production management, and product traceability within the traditional weaving sector.

Bargarh to Receive Large-Scale Garment Park

Bargarh district is also set to receive a major handloom and garment park project with a planned investment of approximately $2.20 million. The facility is proposed to be developed across 9.35 acres in Gobindpur Mauja and is expected to serve weaving communities across western Odisha regions, including Sambalpur, Subarnapur, and Balangir.

The proposed garment park will incorporate high-quality sewing machines along with long warping, winding, and weaving infrastructure to support large-scale textile manufacturing. Officials indicated that more than 300 artisans could benefit from the facility by producing a wide range of garments and textile products.

The planned AI- and blockchain-supported handloom hubs aim to modernize Odisha’s traditional weaving industry while improving supply chain management, production efficiency, and artisan support infrastructure.

Alongside the garment park, plans were also discussed for developing a large weavers’ market in Behera Balijuri. The market is expected to span approximately 29.12 acres with an estimated project cost of nearly $3 million. Authorities proposed the creation of 2,000 stalls dedicated to displaying and selling handloom products, supported by internal roads, parking infrastructure, and food stalls to improve visitor convenience and logistics.

Jajpur Hub to Promote Silk and Tourism

In Jajpur district, officials reviewed plans for another AI- and blockchain-supported handloom hub in Gopalpur. The project is expected to cover around two acres with an estimated cost of $2.50 million. The proposed facility will focus primarily on silk sarees, garments, and home decor products while also supporting tourism-related initiatives connected to Odisha’s textile heritage.

The infrastructure plan includes production facilities, supply chain and marketing systems, artisan training programs, independent retail stalls, administrative offices, and a Resham Odisha outlet aimed at promoting local silk products and regional textile branding.

The Jajpur project is expected to combine textile production, marketing infrastructure, and tourism promotion to strengthen Odisha’s silk and handloom sectors.

The meeting included participation from senior officials such as Commissioners from the Handloom, Weaving, and Handicraft Departments, Tourism Department representatives, and multiple additional secretaries and directors overseeing textile-related initiatives across the state.

Focus on Employment and Skill Development

Officials involved in the discussions reportedly emphasized that the proposed infrastructure projects would not only upgrade handloom operations but also strengthen local employment generation, artisan training, and tourism development throughout Odisha.

Authorities believe the combination of advanced technology and traditional weaving infrastructure could create new economic opportunities for artisans while helping preserve Odisha’s handloom heritage in a modernized ecosystem.
