MANILA, Philippines – The International Criminal Court (ICC) confirmed on Monday, May 11, that it has issued a warrant against Senator Bato dela Rosa, who appeared at the Senate Monday to join a coup that ousted Senator Tito Sotto as Senate president.

“The International Criminal Court confirms that the document published by national authorities of the Republic of the Philippines and circulated in media is indeed a formal ICC document,” ICC spokesperson ICC Maillet told reporters in a message.

This comes after former senator Antonio Trillanes IV showed up at the Senate on Monday, and showed a copy of the ICC warrant against Dela Rosa.

The senator ran from Trillanes and the National Bureau of Investigation, causing a standoff that prompted a Senate lockdown Monday night. Dela Rosa remained in the Senate as of this writing.

It was the first time in months that Dela Rosa appeared in public. He’s been absent from the Senate since late last year, when Ombudsman Jesus Crispin “Boying” Remulla said there was an ICC warrant against him.

His appearance — and the coup against Sotto — coincided with the impeachment of his ally, Vice President Sara Duterte, at the House of Representatives. The senators who installed Senator Alan Peter Cayetano as new Senate president are allies of Duterte.

Dela Rosa was recently named by the ICC prosecution as one of Duterte’s indirect co-perpetrators in his crimes against humanity case that covers war on drugs and Davao Death Squad killings.

“This arrest warrant against Mr. Ronald Marapon Dela Rosa was issued confidentially, under seal, by Pre-Trial Chamber I of the ICC on 6 November 2025,” Maillet said. “The ICC is currently in the process of unsealing the warrant of arrest.”

The ICC said on Saturday that there was no “public” warrant against Dela Rosa. By confirming that a warrant exists, the court did not contradict itself, but rather confirmed that the warrant against Dela Rosa was indead under seal or confidential.

Unsealing a warrant is usually done by the ICC for public pressure and to increase the chances of an arrest. – Rappler.com
