Claim: The World Bank testified in the impeachment case of Vice President Sara Duterte.

Why we fact-checked this: The YouTube video containing the claim has 44,000 views, 2,700 likes, and 382 comments as of writing. It was posted by “PINAS NEWS INSIDER,” a YouTube channel claiming to be a news outlet, with 1.21 million subscribers. 

The title in the video states: “Big good news! World Bank tumestigo na? Pinamukha kasinungalingan? Luistro Trillanes BBM Boying?” 

(Big good news! The World Bank already testified? Were the lies exposed? Luistro, Trillanes, BBM, Boying?)

The video’s thumbnail shows a photo of Duterte and of World Bank officials seemingly holding up documents.

The video was posted amid the House justice committee’s finding of probable cause to impeach Duterte, following several public hearings that examined allegations of her misuse of confidential funds and unexplained wealth.

The video continued to draw engagement from social media users even after Duterte was impeached by the House for the second time on May 11.

The facts: The World Bank did not testify or participate in the impeachment proceedings against Duterte, and there is no record of its involvement in any House hearing or presentation of evidence. No official news reports indicate that it took part in or contributed any material to the hearings. 

During the House justice committee hearing on April 22, the discussion on Duterte’s alleged unexplained wealth focused on Philippine-sourced financial records. Former senator Antonio Trillanes IV presented bank transaction documents he had collected years earlier in connection with earlier corruption allegations he made against the Dutertes. These were not World Bank documents and did not originate from any international financial institution.

Those records were then partially cross-checked with data from the Anti-Money Laundering Council (AMLC). AMLC officials confirmed that a sample of transactions presented during the House hearing matched entries in their system, and they referenced billions in flagged or suspicious transactions connected to accounts associated with Duterte and her husband, Mans Carpio.

The misleading video merely featured the World Bank’s growth forecast for the Philippines for 2026. Aside from this brief mention, the video offers no evidence linking World Bank officials to Duterte’s impeachment.

The impeachment case consolidates four major allegations, including Duterte’s alleged misuse of confidential funds for the Office of the Vice President and Department of Education (DepEd), claims of unexplained wealth, accusations of bribery involving DepEd officials, and alleged threats against top government officials. Under the 1987 Constitution, once the House transmits the articles of impeachment to the Senate, the upper chamber is required to convene as an impeachment court and conduct a trial. A two-thirds majority vote, or at least 16 of the 24 senators, is required to convict Duterte.
