Why "the Best Crypto Exchange in Southeast Asia" Has Six Different Answers

Most regional rankings sort platforms by global trading volume and stop there.
That approach breaks the moment money has to move.
A Filipino reader and a Malaysian reader searching the same phrase on the same day are asking two questions with two different correct answers, because the rule that decides the answer is national, not regional.
The trade-off underneath is real and it does not resolve cleanly.
Locally licensed platforms give you a direct rupiah, peso, baht, ringgit or Singapore dollar route, a regulator you can complain to, and a shorter list of tradable assets.
Offshore platforms tend to list more assets and to publish their fees as separate maker and taker rates, with no local licence, no local recourse, and in several of these countries an active enforcement posture against them.
This guide takes the second half of that trade-off seriously, including where it applies to MEXC.

The Philippine advisory is documented in contemporaneous reporting, and the subsequent ISP-level blocking was observed by users on major networks.
Vietnam's Decree 284 is the structural change, because the penalty attaches to the individual trader rather than to the platform.

Country by country, the specific position is as follows.
  • Singapore. MEXC names Singapore among the prohibited jurisdictions in its own User Agreement, alongside markets such as the United States, Canada, the United Kingdom, Hong Kong and Mainland China.
  • Philippines. MEXC was one of the ten platforms named in the Philippine SEC advisory of August 2025, and access was subsequently restricted at the network level.
  • Malaysia. MEXC Global has appeared on the Securities Commission Malaysia Investor Alert List since 5 September 2022, and is not a registered Digital Asset Exchange.
  • Indonesia. MEXC has not been licensed or registered by OJK, and Indonesia sits on the restricted list for the MEXC Global Card.
  • Thailand. MEXC does not hold a Thai SEC digital asset business licence, and Thailand's extraterritorial rule has applied to foreign operators since April 2025.
  • Vietnam. MEXC is an offshore platform for the purposes of Decree 284, which from 1 September 2026 exposes Vietnamese users of unlicensed platforms to administrative fines.
That is an uncomfortable list to publish on our own site.
Publishing it anyway is the point, because a regional guide that quietly omits its own publisher's regulatory position is not a guide, it is an advertisement.
The practical reading for a resident of these six markets is straightforward.
MEXC is not the compliant choice in any of them, and the compliant choice is the platform that appears on your own regulator's register.

Best Crypto Exchange by Country

Indonesia


Indonesia is one of the region's largest crypto markets and it now sits under a financial regulator rather than a commodities one.
Supervision moved from Bappebti to OJK, and OJK publishes a whitelist of licensed and registered trading operators that Indonesian users are directed to treat as the reference.
Indodax, Pintu and Tokocrypto are among the Indonesian platforms that appear on OJK's published list, and Indonesian users should confirm the current entry before funding an account.
OJK directs the public to treat the whitelist as the reference, and warns against promotions for platforms that do not appear on it.


Philippines


The Philippines has two relevant regulators and readers routinely conflate them.
The BSP licenses Virtual Asset Service Providers, which is the licence a peso on-ramp such as Coins.ph operates under, while the SEC now runs the Crypto-Asset Service Provider regime introduced by Memorandum Circulars No. 4 and No. 5 of 2025.


Vietnam


Vietnam has one of the region's highest crypto adoption rates and, until Decree 284 takes effect, no penalty attached to using an offshore platform.
Resolution No. 05/2025/NQ-CP established a pilot market open only to Vietnamese-registered enterprises, which means foreign platforms are not currently eligible to apply.
Five domestic applicants were assessed as valid earlier in 2026, and no exchange had been licensed at the time of writing.
Decree No. 284/2026/ND-CP then takes effect on 1 September 2026, with Article 9 setting fines of VND 30 million to VND 50 million for domestic investors who trade without using a licensed provider.
Vietnamese readers should treat this as the single most important date in the region right now, because the exposure sits with the individual rather than the exchange.


Thailand


Thailand has run a digital asset licensing regime since 2018 and tightened it sharply in 2025.
The Royal Decree on Digital Asset Businesses (No. 2) B.E. 2568, effective 13 April 2025, extended the licensing requirement to foreign operators that target Thai users, with Thai-language content, local payment methods and local marketing all capable of triggering the obligation.
Five platforms were blocked from 28 June 2025 after SEC complaints, and the SEC advised investors to withdraw assets before the block took effect.
Bitkub and Binance TH are among the operators licensed in Thailand, the latter operating through a locally licensed joint venture rather than as the global platform, and the SEC's own operator information is the place to confirm current status.
Crypto is legal to hold and trade in Thailand and is not legal tender, and Thai regulators have restricted its use as a means of payment.


Malaysia


Malaysia has the region's most clearly bounded retail framework.
The Securities Commission registers Recognised Market Operators to run Digital Asset Exchanges, publishes that list, and publishes a separate Investor Alert List of unauthorised entities.
Luno is among the operators on the SC register and supports direct ringgit funding through local bank transfer.
The SC's own wording on the alert list is unambiguous: investors dealing through unauthorised entities are not protected under Malaysian securities laws.


Singapore


Singapore licenses tightly and enforces its perimeter, and the practical effect is a short list of permitted platforms.
MAS licenses Digital Payment Token services under the Payment Services Act, and since 2025 firms operating from Singapore that serve only overseas customers have also needed to be licensed or to stop.
Coinhako and Independent Reserve are among the platforms licensed in Singapore, both supporting direct Singapore dollar funding.
Singapore readers should note that several offshore platforms, MEXC included, exclude the market in their own terms rather than seeking a licence.


Brunei, Cambodia, Laos and Myanmar


Brunei, Cambodia, Laos and Myanmar are outside the scope of this guide, because we have not verified their current licensing position against a primary regulator source.
Readers in these markets should treat the absence of a register as an absence of recourse rather than as permission.


What a Licensed Local Platform Gives Up, and What That Costs You

The honest case for the licensed local platform is not that it is cheaper.
It usually is not.
Local platforms tend to price through a spread built into the quoted buy and sell price, while order-book platforms publish separate maker and taker fees, and the two structures are not directly comparable from the headline number alone.
A spread is charged whether or not you see it, and it is charged on both legs of a round trip.
The asset list is the second trade-off, and it is the one that sends people offshore.
A licensed local platform typically lists tens of assets, chosen conservatively and sometimes constrained by the regulator's own approved list, as in Thailand.
Before you conclude that a longer list is worth the legal exposure, price the whole round trip rather than the headline fee.
Run a small amount through the full loop on any platform you are considering: deposit in local currency, buy on the order book rather than the instant-buy screen, sell, and withdraw back to your bank.
The total cost and the time your money spends in transit will tell you more than any fee table, including ours.

Choosing by Use Case

Different readers need different answers, and a single ranking cannot serve them all.
  • First local-currency purchase. Use the platform on your own regulator's register, and accept the spread as the price of recourse.
  • Regular accumulation of major assets. A licensed local platform covers Bitcoin, Ethereum and the larger caps in almost every one of these markets, so the offshore question rarely needs to arise.
  • Remittance and stablecoin corridors. Licensed VASPs in the Philippines and licensed operators in Indonesia are built around exactly this flow, and they settle directly into local bank and e-wallet rails.
  • Assets your local platform does not list. This is the genuine gap, and there is no compliant answer to it in the six markets covered here, so the honest advice is to weigh the legal exposure rather than to route around it.
  • Residents of Vietnam from 1 September 2026. The fine attaches to you, not to the platform, so the calculation changed on that date regardless of which offshore venue is involved.


What Changes Next for Crypto Exchanges in Southeast Asia

The direction across all six markets is the same, and it is not slowing.
Vietnam should license its first domestic exchanges out of the current pilot, which would give the country a register for the first time.
Indonesia's move to OJK supervision points toward more detailed requirements for any foreign platform seeking to serve Indonesian users.
The Philippine SEC has said it will pursue cease and desist orders and criminal complaints against unregistered platforms, and has already worked with network operators.
Thailand's extraterritorial rule means the question for offshore platforms there is no longer whether they have a local entity, but whether they market locally at all.
The pattern for readers is simple enough to state in one line: check the register before you open the account, and check it again before you add size.
