MANILA, Philippines – The Senate handed over flood control contractor Curlee Discaya to police on Monday, June 8, days after a court issued a warrant of arrest against him.
The turnover marks the end of Discaya’s nearly nine-month detention at the Senate over his contempt citation in connection with his inconsistent remarks during the blue ribbon committee’s inquiry into anomalous public works projects in September 2025.
The arrest warrant arose from a non-bailable malversation case filed by the Office of the Ombudsman, whose investigators found that payments for a P53.9-million flood control project in Calumpit, Bulacan, were released despite the absence of an approved disbursement voucher.
Discaya was already subjected to the booking procedure — his mugshot and thumbmarks were taken — at the Senate. He is scheduled to be taken to court for the return of warrant.
The court will then decide which detention facility will house Discaya.
Aside from Discaya, the Bulacan court also ordered the arrest of his 10 fellow accused, but many of them have already been detained, including Discaya’s wife Sarah, who is at the Lapu-Lapu City Jail Female Dormitory in Cebu.
Sarah’s arrest in December 2025 stemmed from a separate malversation and graft case in connection with a P96-million ghost project in Davao Occidental. – Rappler.com
