Blockchain News: UNDP Launches Global Academy and Advisory Body for Blockchain Adoption

The United Nations Development Programme (UNDP) is introducing a global blockchain academy and expert advisory group to aid governments in adopting new technology.

The United Nations Development Programme (UNDP) is significantly expanding its efforts to help countries integrate blockchain technology. The organization has two important initiatives on the horizon. These include a special blockchain education program for government officials. Furthermore, they will create a dedicated blockchain advisory body for expert advice across the world.

UNDP Expands Blockchain Academy to Train Government Officials

These plans were confirmed by Robert Pasicko, leader of UNDP’s financial technology team, AltFinLab. He said the new academy will start its operations in a few weeks. Consequently, four national governments will be chosen in the first instance for direct collaboration. Formal approval for the entire initiative is expected soon.

This new initiative is based directly on our successful existing UNDP blockchain academy. That academy trained United Nations staff from within. Now, the broadened program is all about helping governments to implement blockchain in the real world in an effective way. Research carried out by the UNDP has already provided more than 300 potential use cases for governments.

The UNDP recently also conducted a High-Level Strategic Dialogue on Blockchain for Development. This meeting took place on the sidelines of the 80th United Nations General Assembly. Specifically, the dialogue outlined how blockchain can spur progress towards the achievement of the Sustainable Development Goals (SDGs). Global leaders and the big players in the blockchain space participated to the fullest.

The discussion highlighted the essential qualities of blockchain that are good for development. These strengths encompass key components such as trust, transparency, and accountability. Moreover, the discussion followed the pathways towards the creation of the Blockchain Advisory Group. This group is focused on the advancement of blockchain for good.

Pasicko emphasized that training is only one part of the project that is necessary. The organization will also be active in promoting the full implementation via project development. He said that the use of the technology only requires a smartphone and an internet connection. Ultimately, this renders intermediaries unnecessary.

UNDP Advances Blockchain Vision for Achieving SDGs Worldwide

The UNDP has an important role to play in bridging the gap between emerging technology and sustainable development goals. It informs the approach to using tools, such as blockchain, for transparent governance. In addition, the technology has the potential to make a significant contribution to financial inclusion and climate resilience. The agency ensures that innovation is completely aligned with the real human needs.

However, Pasicko had a guarded view on deployment. He highlighted the fact that sometimes technology, like fire, can be used for both good and bad. Therefore, he believes that blockchain is the same potential force. He emphasized that its use should be for the masses. Otherwise, it runs the risk of exacerbating the already existing gap between the rich and the rest of the population.

This dialogue makes the point about the forward-thinking approach of UNDP clear. It places blockchain on the not-so-dull background of a complicated monetary instrument. Instead, it is considered the critical infrastructure for ensuring trust and accountability on a global scale.

In summary, the initiative is focused on strengthening the institutions and fully empowering communities around the world. This is a major step in achieving all Sustainable Development Goals.

Despite having grown to become Bitcoin’s most successful layer-2 scaling solution, with instant and low-fee payments, Lightning’s scale is limited by its reliance on payment channels. Although Lightning shifts most transactions off-chain, each payment channel still requires an on-chain transaction to open and (usually) another to close. As adoption grows, pressure on the blockchain grows with it. The need for a more scalable approach to managing channels is clear. Channel factories were supposed to meet this need, but where are they? In 2025, subnetworks are emerging that revive the impetus of channel factories with some new details that vastly increase their potential. They are natively interoperable with Lightning and achieve greater scale by allowing a group of participants to open a shared multisig UTXO and create multiple bilateral channels, which reduces the number of on-chain transactions and improves capital efficiency. Achieving greater scale by reducing complexity, Ark and Spark perform the same function as traditional channel factories with new designs and additional capabilities based on shared UTXOs.  Channel Factories 101 Channel factories have been around since the inception of Lightning. A factory is a multiparty contract where multiple users (not just two, as in a Dryja-Poon channel) cooperatively lock funds in a single multisig UTXO.
