MANILA, Philippines – Allocable budget used to have a simple meaning — it is whatever is left in a department’s budget after you’ve taken away mandatory expenses.

In 2023, then-public works secretary Manuel Bonoan supposedly ordered an “algorithmic formula” for each congressional district. It means the Department of Public Works and Highways (DPWH) has a set budget for each district in their proposed budget. The formula is known only to a small group of people.
