P900 billion vs P1.7 trillion. Makikita ang nakalululang antas ng korupsiyon sa Pilipinas sa numero pa lang. Sabi ng nagbitiw na miyembro ng Independent Commission for Infrastructure o ICI na si Babes Singson, 1.7 trillion ang ginugol sa flood control nitong nakaraan dekada — na puwede naman daw na-implement sa loob lamang ng tatlo o apat na taon sa halagang P800 bilyon-P900 bilyon lamang.

Kaya’t nang ianunsiyo ang pagbubuo ng ICI via EO 94 ni Pangulong Ferdinand Marcos Jr., ang optics ay may ginagawang “decisive” na hakbang ang Chief Executive. Siya na mismo ang nag-raise ng expectations: bahagi raw ito ng “decisive measures to repress and hold accountable government officials and employees…who engage in graft, corrupt practices…”

Pero ang ICI ay anything but decisive. 

Nauna nang nagbitiw sa ICI si Baguio Mayor Benjie Magalong. Pero mas pranka si Singson sa mga problema ng naghihingalong komisyon nang nagbitiw siya nitong nakaraang linggo. Sabi niya, ito’y “kulang sa kapangyarihan.”

Mismong si Ombudsman Boying Remulla, nagpahaging na ring bilang na ang araw ng ICI — at malamang na ma-turn over na sa opisina niya ang mga imbestigasyon nito.

Sabi ni Singson, isang hakbang lang sa mahabang proseso ang ICI: maraming layers ang judicial procedure, at walang kapangyarihan ang ICI na magpakulong. Puro rekomendasyon lang. Wala nga raw itong sapat na budget. Sa pangkalahatan, “Kung baga lumaban ka sa gera. Solve-in mo ‘yung problema, hindi ka naman binigyan ng armas,” sabi ni Singson. 

Hindi bababa sa 20 government agencies daw ang kailangan nilang kausapin. Ikinumpara niya ito sa mga one-stop-shop ng anti-corruption bodies ng Singapore at Hong Kong, na tinawag niyang “gold standard.”

In others words, programmed to fail ang ICI natin. 

Ang pinaka-graphic na ehemplo ng failure nito ay ang kawalan ng ka pangyarihan na i-compel ang mga persons of interest na humarap sa komisyon. Sabi ni Davao Representative Paolo Duterte, wala raw itong “power nor jurisdiction” sa kanya.

Si Sandro Marcos naman, umapir nga sa komisyon na nilikha ng tatay niya —ginawa naman through executive session na malayo sa livestreaming cameras.

At take note, mismong ang hepe ng komisyon na si dating Supreme Court justice Andy Reyes, allergic sa livestreaming. Sabi niya “Kaya ayaw namin ng livestreaming naririnig ng mga tao [‘yung] tungkol sa asawa.”

Mismong ang chairman, hindi naa-appreciate ang transparency na dulot ng pagpapalabas ng mga hearing ng komisyon. Mas pinoproblema niya ang mga mabubuking ng mga asawa. Go figure.

May isa pang sinabi si Singson sa kanyang papel sa ICC — siya raw ang mag-i-inject ng insight sa budget process na kung saan nangyayari ang kalokohan — at “otherwise daw, masyadong matagal ang learning curve” ng mga miyembro ng komisyon na hindi pamilyar sa takbo ng Department of Public Works and Highways.

Tila pumapasok din dito ang learning curve ng Presidenteng nag-create ng ICC, at na-trigger ng imbestigasyon sa flood control mess courtesy ng makasaysayang “Mahiya naman kayo!” speech sa SONA: “Kitang-kita ko na maraming proyekto para sa flood control ay palpak at gumuguho. ‘Yung iba guni-guni lang,” sabi niya. “’Wag na po tayong magkunwari, alam naman ng buong madla na nagkakaraket sa mga proyekto.”

Malinaw na walang attention to detail at minadali ang pagbubuo ng ICC. Hindi ito nabigyan ng sapat na kapangyarihan. In typical Bongbong Marcos fashion.

Mahirap patunayan ang plunder — yan ang major takeaway sa Janet Napoles pork barrel scam — even without factoring in ang corruption sa loob ng justice system.

Kailangan ng masinop na case build-up at tapang na banggain ang makinarya ng korupsiyon na embedded sa gobyerno.

May 5 Rs na binabanggit si Singson pagdating sa mga proyekto ng public works. Right project, right cost, right quality, right people, and right on time. Kapag inapply natin yan sa ICI: “Right project?” Yes. “Right quality?” No. “Right people?” No. At lalong hindi “right on time.”

Kaya ngayon nasa metaphorical ICU (intensive care unit) ang ICI, kailangang itanong: Palpak lang talaga lang ba ito o sinadyang ipinalpak? At ano nang mangyayari sa imbestigasyon sa public infrastructure? Now the ball is in the Ombudsman’s court. – Rappler.com

President Donald Trump will begin the final interviews of candidates for the Federal Reserve chair this week, putting back on track the formal selection process that began this summer. “We’re going to be looking at a couple different people, but I have a pretty good idea of who I want,” Trump said Tuesday night aboard Air Force One to reporters. The interviews by Trump and Treasury Secretary Scott Bessent will begin with former Fed governor Kevin Warsh on Wednesday and also include Kevin Hassett, the director of the National Economic Council, at some point, according to two sources. It restarts the process that was derailed a bit last week when interviews with candidates were abruptly canceled. Trump said recently he knew who he was going to pick to replace current Chair Jerome Powell, and prediction markets overwhelmingly believed it would be Hassett. But his possible selection received some pushback from the markets recently, especially among fixed income investors concerned Hassett would only do Trump’s bidding and keep rates too low even if inflation snaps back. So it’s unclear if these interviews are a sign Trump has changed his mind or just the final stage of the formal process. CNBC first reported in October that Trump had narrowed the candidate list down to five people. Four of those five will be part of these final interviews. The group also includes current Governors Christopher Waller and Michelle Bowman as well as BlackRock fixed income chief Rick Rieder. The Fed will likely lower rates for a third time this year on Wednesday, but Powell, whose term as chair is up in May, is expected to strike a cautious tone at his post-meeting press conference on how much lower the central bank will go next year.
