[EDITORIAL] Kailangan ng sinop at tiyaga sa budget oversight, hindi lang kuda

Nitong nakalipas na 2025, nagulantang tayo sa antas, lawak, at porsiyento ng korupsiyong nagaganap sa budget. Pero sa kabila ng galit ng publiko, tuloy ang ligaya — at naipasa ang budget. At ayon sa press release ng Malacañang, itong 2026 budget daw ay mas malinis sa mga nakalipas na budget.

Sabi nga ni economy columnist ng Rappler na si JC Punongbayan: Don’t take the politicians’ word for it. Paliwanag niya, “It’s only marginally cleaner than the 2026 budget, and many reforms are just for show.” (In This Economy: Debunking misleading claims about the 2026 budget)

‘Di ba dapat hindi na tayo magpabudol ulit? Happy na ba kayo na may ilang nakulong? (TRACKER: Contractors and government officials jailed over flood control corruption)

Pero ‘yung tunay na big fish — ‘yung tinatawag ni Rappler editor at large Marites Vitug na “big whales” — ay tila nakaliligtas sa accountability.

Tinatayang 20% ng national budget ang nauuwi sa korupsiyon taon-taon — at kung kukuwentahin simula 2016, may estimates na umaabot na raw ito sa tumataginting na P8.8 trillion!

So ano ang dapat gawin? Magaling tayo sa pagpupuyos ng damdamin — magaling tayo sa rally, sa Facebook posts at memes — pero boring ang budget oversight na kailangan ng sinop at tiyaga, hindi lang kuda. ‘Yan mismo ang dahilan bakit naransack ito ng mga kawatan.

Kami sa Rappler ay nananawagan na palawakin ang push for transparency sa antas ng mga departamento. Ano ba ang natanggap at ano ang ginastos ng bawa’t kagawaran? Dapat mabigyan ng access ang mga watchdog diyan.

Dapat magpatupad ng mas malalim na legislative oversight ang Senate at House sa malalaking gastusin tulad ng infrastructure projects — habang ang mga proyekto ay gumugulong, hindi yung tapos nang i-roll-out. Madaling ipeke ang compliance checklists, tulad nga ng nakita natin sa exposé ni Senador Ping Lacson. Ilan ba sa flood control projects ang “completed” sa papeles (para makubra ang bayad) pero nakatiwangwang pa rin pala?

Hindi puwedeng business as usual sa oversight ng budget. At hindi lang ito trabaho ng watchdogs — lahat ng civic organizations dapat magbuo ng local budget watch: paano ba ginagastos ng mga LGU ang Local Government Support Fund? Paano ba ipinapamigay ang ayuda? Paano ba ginagastos ng Department of Education at Department of Health ang pondo nila? 

Bantayan hindi lang ang hard, kundi pati ang tinatawag na soft pork. Halimbawa ng hard pork ay ang “allocable” funds ng Department of Public Works and Highways at farm-to-market roads ng Department of Agriculture. Ang soft pork ay ang discretionary ayuda projects na ipinapamigay kapag guarantor ang politiko.

Sabi ni Punongbayan, nagminimize man ng UA o unprogrammed appropriations, mas nakababahalang nananatili itong tambakan ng mga proyektong dapat nakaprograma — at ginagawa raw ito upang magkaroon ng puwang para sa pork!

Okay lang ang taas-kamao at martsa — pero kailangang magsunog ng kilay ang mga bantay-kaban ng bayan upang matiyak na ginagastos sa tama ang budget, at hindi na muling mauuwi sa slush funds.

Huwag tayong pumayag na maging promotor na naman ng korupsiyon ang 2026 budget imbes na maging tagaudyok ng paglago. – Rappler.com

The decision came this week as the asset manager adjusted its entire model suite, increasing its equity allocation and dumping exposure to international developed markets. The firm now sits 2% overweight on stocks, after money moved between several of its biggest exchange-traded funds. This wasn’t a slow shuffle. Billions flowed across multiple ETFs on Tuesday as BlackRock executed the realignment. The iShares S&P 100 ETF (OEF) alone brought in $3.4 billion, the largest single-day haul in its history. The iShares Core S&P 500 ETF (IVV) collected $2.3 billion, while the iShares US Equity Factor Rotation Active ETF (DYNF) added nearly $2 billion. The rebalancing triggered swift inflows and outflows that realigned investor exposure on the back of performance data and macroeconomic outlooks. BlackRock raises equities on strong US earnings The model updates come as BlackRock backs the rally in American stocks, fueled by strong earnings and optimism around rate cuts. In an investment letter obtained by Bloomberg, the firm said US companies have delivered 11% earnings growth since the third quarter of 2024. Meanwhile, earnings across other developed markets barely touched 2%. That gap helped push the decision to drop international holdings in favor of American ones. Michael Gates, lead portfolio manager for BlackRock’s Target Allocation ETF model portfolio suite, said the US market is the only one showing consistency in sales growth, profit delivery, and revisions in analyst forecasts. “The US equity market continues to stand alone in terms of earnings delivery, sales growth and sustainable trends in analyst estimates and revisions,” Michael wrote.
