MANILA, Philippines – The flood control scandal that has dominated headlines over the past year has laid bare just how vulnerable the Philippine national budget is to corruption.

Various schemes and questionable practices have come to light, once again exposing weaknesses in the system.

On Friday, January 16, Rappler editor-at-large Marites Vitug speaks with former budget secretary Florencio “Butch” Abad on the reforms that should be implemented to restore integrity in the budget process.

Abad served as secretary of the Department of Budget and Management under President Benigno Aquino III from 2010 to 2016. He also represented Batanes as the lone district’s congressman.
