The 37-year-old mother was shot twice on the right side of her chest, once on her forearm and was possibly shot in her head, according to a Minneapolis Fire Department incident report obtained by KSTP.
Several 911 calls were also released from the incident, including one from a Department of Homeland Security employee, who told a dispatcher, “Uh, yeah we had officers stuck in a vehicle and we had agitators on scene. And we have shots fired by our locals,” KARE reports.
A witness to the shooting also called 911, telling a dispatcher they saw “an ICE officer fire two shots” at Good before she crashed: “I saw blood all over the driver, then the partner who was trying to provide assistance.”
Another 911 caller proclaimed, “She’s f**kin’ dead. They f**kin’ shot her,” telling the dispatcher there were 15 ICE agents on scene and Good was shot because “she wouldn’t open her car door,” according to CNN.
Good was initially found in her car with an “inconsistent” and “irregular” pulse at 9:42 a.m. but soon became “pulseless” when she was brought to a snow bank, according to the incident report obtained by the Minneapolis Star Tribune, which reported lifesaving care continued in an ambulance and hospital before CPR was discontinued at 10:30 a.m.

Multiple videos have been released from the shooting, including one shared by Vice President JD Vance, who said the video showed the ICE agent’s “life was endangered and he fired in self defense.” But the videos have raised questions for others, including Minneapolis Mayor Jacob Frey, who called it “deeply concerning” the Trump administration was already drawing conclusions about the shooting without a full investigation. The Department of Justice will not investigate Good’s killing, however, as Deputy Attorney General Todd Blance said in a Jan. 13 statement there was “no basis for a criminal civil rights investigation.” A civil investigation is now underway, with Good’s family represented by Antonio M. Romanucci, who previously represented the family of George Floyd after his 2020 killing.

Tensions have flared in Minneapolis with ongoing protests against ICE activity, as well as a flurry of arrests by federal authorities. In a post Thursday on Truth Social, President Donald Trump threatened to invoke the Insurrection Act, which would deploy the U.S. military to suppress civil unrest. Minnesota Gov. Tim Walz made an appeal to Trump: “Let’s turn the temperature down. Stop this campaign of retribution. This is not who we are.”

Minnesota House Speaker Lisa Demuth, a Republican candidate for governor in the state, turned the tables on Walz, saying it’s not the Trump administration that should be cooling tension: “Minnesota should be honoring requests by the federal government to hold criminals that are here illegally that are already in our jails, rather than release them onto our streets, so that they can be detained by ICE in an orderly and safe manner.” She said other states do not have the same issues as Minnesota because “they work with, rather than against, our federal partners,” urging Walz to “step up and lead.”
