The Technical Education and Skills Development Authority (TESDA) in Leyte is modernising its scholarship distribution through a partnership with the Land Bank of the Philippines.

This initiative shifts the disbursement of the Training Support Fund from manual checks to automated teller machines (ATMs) and e-wallet systems.

TESDA-Leyte Director Enrico Banario noted that this collaboration marks a significant move away from manual transactions.

The shift aims to remove risks associated with middlemen by facilitating direct fund transfers to students, while simultaneously reducing administrative paperwork.

For the initial pilot phase, the programme will cover 5,324 scholars out of more than 24,000 recipients in the Leyte province.

These beneficiaries are enrolled under the Universal Access to Quality Tertiary Education Act (UAQTEA), which provides free tuition and training for students in registered technical-vocational programmes.

Brendalyn Villavicencio, the head of LBP East Visayas branches, observed that the collaboration does more than provide bank accounts; it creates new avenues for economic empowerment and success.

Through the UAQTEA, students are eligible for PHP 14,500 every semester during their initial three years to pay for training assistance and school uniforms.

This modernisation effort aligns with national goals to improve the ease of doing business through financial technology.

By automating payouts, TESDA aims to improve its focus on training quality while ensuring marginalised Filipinos receive their allowances securely and efficiently.
