Payoneer announced Tuesday that it has filed an application with the Office of the Comptroller of the Currency to create a US national trust bank called PAYO Digital Bank, N.A. Payoneer’s Plan for PAYO Digital Bank

The proposed PAYO Digital Bank would operate as a federally supervised national trust bank. This structure would allow Payoneer to move away from the patchwork of state level regulation and instead operate under a single federal regulator.

If approved, the bank would:

  • Issue PAYO USD, a dollar backed stablecoin designed to serve as the default holding currency within customer wallets.
  • Enable businesses to send and receive stablecoins.
  • Offer custodial wallets and safeguard digital assets.
  • Convert stablecoins into local currencies for global transactions.

According to the company, the goal is to integrate stablecoins into day to day financial operations for small and medium sized businesses around the world.

John Caplan, chief executive officer of Payoneer, said in a statement:

Payoneer is at the forefront of cross-border payments, and we believe stablecoins will play a meaningful role in the future of global trade. Through PAYO Digital Bank, we aim to provide customers with a trusted and regulated way to leverage the latest payment innovations as part of their global financial operations.

Rob Morgan, who has been tapped to lead the proposed bank, said the initiative would help global merchants “accelerate payments, add transparency, and improve access to markets.

Impact of the GENIUS Act

Payoneer’s application comes after the passage of the GENIUS Act last summer, which established federal guidelines for stablecoin issuers. Regulators are now working through rulemaking to implement parts of the law.

The new framework has triggered a wave of applications for national trust bank charters. A national trust bank charter allows companies to custody and safeguard client assets while operating under federal supervision.

Several crypto native firms have already received conditional approval from the OCC. In December, the agency granted conditional approval to Ripple, Circle, BitGo, Fidelity Digital Assets, and Paxos. More recently, Crypto.com and Stripe subsidiary Bridge also secured approvals under what many view as a more permissive OCC environment.

Payoneer said the GENIUS Act strengthens its ability to expand into digital assets and positions it to bring stablecoin innovation directly to small and medium sized businesses.

Broader Expansion Strategy

The OCC application marks a pivotal shift for Payoneer, which has traditionally focused on cross border payments. The company serves nearly two million small and medium sized businesses globally.

On February 18, Payoneer embedded stablecoin functionality into its platform, expanding digital asset options for customers operating across borders. Weeks earlier, Indian regulators granted approval for the company’s cross border payment services, further supporting its international growth plans.

If approved, PAYO Digital Bank would allow Payoneer to receive and transmit stablecoins within a regulated environment while enhancing US dollar adoption in global trade.
