Ethereum has significantly planned to make two moves comprising the FOCIL proposal and the Ethereum staking. Developers agreed that FOCIL, a proposal targeted at strengthening censorship resistance, will be comprised in the Hegota upgrade planned for the last six months of this year. 

The change aims to centralise block builders by pressing validators to comprise some transactions, tightening the base layer against filtering. Meanwhile, the Ethereum Foundation moved 2,016 ETH, worth around $6.8 million, into a new staking initiative rather than selling it. 

That is part of a wider plan to stake up to 70,000 ETH and fund operations via yield instead of market sales. Amalgamating all these steps indicates a push to harden the protocol and suppress structural sell pressure from the Foundation. 

Currently, a lot of blocks are made by a small group of players who comply with sanctions lists. This has resulted in quiet transaction filtering, and FOCIL alters that. Having EIP 7805, a random committee of validators will make inclusion lists. Makers must comprise those transactions, or the block gets rejected. 

The Financial Shift

Vitalik supported it as a return to the original principles of Ethereum. Due to this, censorship becomes harder technically as well as economically. But it also includes complexity, mainly for bodies that include predictable compliance substructure. Ethereum L1 is picking resilience over pure speed. 

Meanwhile, the Ethereum Foundation made a financial shift. Rather than selling ETH to fund operations, it shifted 2,016 ETH into staking. This is the primary step in a plan to stake up to 70,000 ETH and fund its budget via yield. 

This suppresses long-term sell pressure and indicates a more disciplined treasury approach. It is interesting to note that while the Foundation is keeping capital, Vitalik personally has sold ETH to fund open-source work. 

FOCIL targets to make transaction inclusion a rule of the protocol, not a favour from block builders. If the design becomes successful, Ethereum could stand out as the only prominent high-throughput chain where censorship resistance is enforced at the base layer.
