Seven major tech companies signed a White House pledge on Wednesday promising to pay for the energy needed to power their artificial intelligence data centers.

The companies are Google, Microsoft, Meta, Amazon, Oracle, OpenAI, and xAI. Together, they signed what the Trump administration is calling the “Ratepayer Protection Pledge.”

The agreement says the companies will “build, bring, or buy” new power generation for their data centers. They also agreed not to pass those energy costs on to consumers.

President Donald Trump announced the pledge at a White House roundtable attended by tech executives and government officials. He said people are wrongly worried their electricity bills will go up because of data centers.

Why the Pledge Was Made

Data centers have been expanding rapidly across the US due to growing demand for AI. A Harvard Kennedy School report from February found that data center power use is straining the grid in some parts of the country.

The same report projects data centers could use up to 12% of all US electricity by 2028. US Energy Information Administration data shows residential electricity prices rose 6% in 2025 and are expected to keep climbing through 2027 and 2028.

Trump originally announced the pledge in his State of the Union address last month. The midterm elections in November are approaching, and cost-of-living issues — including energy bills — are a key concern for voters.

The companies also committed to paying for all new power infrastructure upgrades whether they use the capacity or not. They promised to hire locally, offer skills training, and make backup generators available to help stabilize the grid.

Questions Over Enforcement

The pledge is non-binding, and the White House has not said how it will hold companies accountable.

John Quigley, a senior fellow at the Kleinman Center for Energy Policy at the University of Pennsylvania, said enforcing the pledge would be difficult. He pointed to the many layers of government, grid managers, and electricity regulators involved in power projects.

US Energy Secretary Chris Wright said the administration remains committed to the AI boom but will pursue it “without raising electricity prices for Americans.”

On the campaign trail, Trump promised to cut energy bills in half within his first year. Residential prices rose 6% in 2025 instead.

Natural gas prices have also climbed over the past year, adding further pressure on electricity costs. The natural gas industry has been exporting more overseas, which analysts say is contributing to higher domestic utility bills.
