Shenzhen's Longgang District plans to launch a special policy called Ten Measures for Lobster.

OpenClaw, an open-source AI agent project that has garnered attention for its icon resembling a red lobster, has recently become a hot topic, with "raising lobsters" becoming a "new favorite" in the AI ​​community.

OpenClaw is an open-source, locally-first AI agent platform and automation gateway. It doesn't have large built-in models; instead, it connects various mainstream large models and instant messaging platforms through a unified gateway. This allows users to drive AI to perform practical tasks such as browser operations, file processing, and email organization locally or in the cloud using natural language through everyday chat entry points like WeChat, DingTalk, and Lark, achieving "chat as operation." As one of the phenomenal AI projects of 2026, it has already garnered over 260,000 stars on GitHub.

To seize the opportunities presented by the development of the intelligent economy, Longgang District of Shenzhen released the "Several Measures of Longgang District, Shenzhen to Support the Development of OpenClaw & OPC (Draft for Solicitation of Opinions)" (hereinafter referred to as "Longgang Ten Measures") on March 7. The measures aim to extend an olive branch to global intelligent agent developers and OPC (One Person Company) entrepreneurs with "zero-cost start-up" as the core highlight, and to make Longgang District the preferred destination for global intelligent agent entrepreneurship.

This year's government work report introduced the concept of "intelligent entity" for the first time, clearly stating the need to "cultivate new forms of intelligent economy" and emphasizing "supporting the development of entrepreneurial forms adapted to the era of artificial intelligence." The introduction of the "Ten Measures for Lobster" is a rapid response and precise implementation of this strategic deployment.

Free deployment, data subsidies, hardware subsidies

In response to the key needs of intelligent agents in their evolution from "being able to see and speak" to "being able to do and do," the "Lobster Ten Rules" takes supporting OpenClaw, a project hailed as the "operator" of intelligent agents, as a breakthrough point and launches a series of "all-inclusive" services.

Free deployment, ready to use out of the box. The policy encourages platform companies to create "Lobster Service Zones," offering developers free OpenClaw deployment services, eliminating the hassle of complex environment setup. The government will provide corresponding subsidies to the platforms, truly enabling developers to "move in with their bags packed."

Data elements should be open and shared. Longgang plans to open up large-scale, high-quality, anonymized public data in areas such as low-altitude economy, smart transportation, healthcare, and urban governance to reduce the cost of using public data. Enterprises purchasing data governance and annotation services for OpenClaw development will receive a 50% subsidy; those purchasing plug-and-play "Lobster Box" (AI NAS) hardware will receive a 30% subsidy based on market price.

Encouraging innovation and offering substantial rewards for application , Longgang plans to subsidize companies that contribute key code to mainstream international communities and develop and implement skills packages for Longgang's advantageous industries, upon verification. Simultaneously, the "OpenClaw Digital Employee Application Voucher" will be implemented to support companies in purchasing or building their own solutions, providing a subsidy of 40% of the investment, with a maximum of 2 million yuan per company per year. Each year, a number of exemplary projects with in-depth applications in fields such as intelligent manufacturing and smart government will be selected, awarded titles, and given rewards of up to 1 million yuan.

Three months of free computing power and a 30% reimbursement for large model usage fees.

With the development of AI technology, it is becoming a reality for one person to operate a competitive company (OPC, One Person Company) with the help of intelligent tools and a complete supply chain, and more and more "super individuals" who wear many hats are emerging.

In 2026, the "Shenzhen Action Plan for Building a Leading Area for Artificial Intelligence OPC Entrepreneurship Ecosystem (2026-2027)" was officially issued, which clearly proposed to build an artificial intelligence OPC entrepreneurship ecosystem with industrial agglomeration and active innovation.

In line with this trend, Longgang District has tailored a support plan for OPC, a new form of entrepreneurship, in the policies it plans to introduce, to help individuals start their businesses with less burden.

Regarding computing power and model subsidies, to address the computing power and model bottlenecks in the early stages of startups, newly recognized OPC community companies will receive up to three months of free computing power. Eligible AIGC companies within the zone that utilize leading domestic models for creation and production will receive a subsidy of 30% of the actual usage cost, with each company eligible for up to 1 million yuan in support annually.

In terms of application scenarios, Longgang plans to select exemplary scenario projects with industry leadership each year, and provide support of up to 4 million yuan, up to 50% of the actual investment in the project, to help innovative technologies quickly find a stage for application.

Community operation and ecosystem support. For recognized OPC communities, the operating organization is expected to receive up to 4 million yuan in support annually, creating a "rainforest"-like entrepreneurial ecosystem.

Talent settlement and housing security. The policy proposes to provide subsidies of up to 100,000 yuan for talent settling in the area, and to offer newly registered OPC companies up to two months of free accommodation and 18 months of discounted office space, creating a growth environment that starts "from a desk." A "Longgang District OPC Person of the Year" award will be established, with winners receiving a maximum prize of 100,000 yuan, as well as comprehensive services including medical insurance and children's school enrollment.

To accommodate this "asset-light, high-innovation" entrepreneurial model, Longgang has precisely launched a series of cost-reduction measures to create an OPC-friendly entrepreneurial district. Eligible OPC projects are offered industrial space at 30-70% of market rent; a dedicated "OPC consultation window" has been established, the first of its kind in the city, along with a guide for starting a "one-person company"; entrepreneurs can complete business registration within 3 working days through the "one-stop business registration service," enabling a smooth start.

Three practical measures to boost the development and growth of OPC

To ensure that OPC entrepreneurial dreams take root, grow, and thrive, policies combine three key elements—capital, overseas expansion, and competitions—to build a comprehensive support system.

In terms of capital empowerment, Longgang plans to make overall use of the science and technology innovation "seed fund" and artificial intelligence industry parent fund to provide investment and financing channels for seed-stage OPC projects (especially youth talent projects) with high technology content and strong innovation capabilities. Eligible projects can receive equity investment support of up to 10 million yuan.

In terms of overseas services, Longgang plans to establish a dedicated OPC "Overseas Service Station" based on the district's international enterprise service base. This station will integrate one-stop services such as market expansion, cross-border logistics, and compliance consulting, and will provide premium support for eligible export credit insurance to help enterprises expand into global markets without worry.

In terms of attracting talent through competitions, Longgang plans to hold branded events such as the "OPC Hackathon" and innovation and entrepreneurship competitions, offering a maximum reward of 500,000 yuan to winning teams, in order to discover and cultivate a group of outstanding entrepreneurial teams and individuals, and continuously inject fresh blood into industrial development.

It is understood that the measure is currently open for public comment and is planned to be implemented from 2026, with a validity period of 3 years. The head of the Longgang District Artificial Intelligence (Robotics) Bureau stated: “Workstations are ready, computing power is in place, and funding is secured. Longgang sincerely invites global developers, geeks, and super-individuals to gather in Longgang to jointly define a new form of intelligent economy. Regarding the security issues that everyone is concerned about, we will establish strict technical standards and regulatory mechanisms to ensure the security and controllability of the entire lifecycle from data collection and storage to application, while promoting domestic substitution and reducing the risk of dependence on foreign sources. For example, in terms of identity authentication and access control, a mandatory two-factor authentication mechanism will be implemented, and passwords that meet complexity requirements will be set and changed regularly. During operation, the principle of least privilege will be followed, using ordinary user privileges instead of administrator privileges; the scope of file system access will be strictly limited, only necessary working directories will be open, and access to any paths containing sensitive data will be prohibited.”
