The document emphasizes that Ethereum must remain censorship-resistant, open-source, and focused on privacy and security (CROPS) to serve user sovereignty, reduce the risk of economic exploitation, and optimize the user experience. EF stated that it will focus on undertaking key tasks that other stakeholders cannot easily handle in the long term, and that this "Mandate" serves as both an internal action plan for its members and a "partial charter, part manifesto, and part guideline" for community reference.
