Turkey has allocated TL3 billion ($67 million) in interest-free financing to support groups impacted by the green transformation.

The support package will be launched simultaneously across 31 provinces through 10 regional development agencies under the socially inclusive green transition project (SoGreen), the state-run Anadolu news agency reported.

The $400 million SoGreen initiative, launched in May 2025, is being implemented in collaboration with the World Bank. 

Industry and technology minister Mehmet Fatih Kacır said the programme is designed to drive employment among groups, primarily women and young people, likely to be impacted by the green transition.

He said the financing will boost investments in priority sectors related to resource efficiency, circular economy and emissions reduction.

Development agencies are playing a key role in supporting green transformation and inclusive growth across all 81 provinces under the country’s local development strategy, Kacır added.

In December 2023, the Industrial Development Bank of Turkey secured a $155 million loan from the World Bank for the Turkey Green Fund, which will support the country’s target of net zero by 2053.
