From early privacy coin to Layer 3 execution chain ZEN has now deployed its mainnet on Base, marking the latest stage in the evolution of the once proof-of-work privacy network that began in 2016. The move caps a transition that formally started in February, when the Horizen DAO voted to deprecate the original Layer 1 blockchain and embrace a new Layer 3 architecture. The launch on Tuesday arrives during renewed attention on so-called privacy coins. However, Horizen’s shift is less about porting legacy technology and more about reorienting governance and community around a modern execution layer. Horizen Labs CEO Rob Viglione told The Block that little of the original ZK-powered base layer is migrating onto the bespoke proof-of-stake appchain running on Base. Instead, the development process has been used to reignite the project’s community and brand after nearly nine years. “There is value in having a project that follows through and is not always shifting to the next thing, launching and shutting down,” Viglione said. “It is unique to see an OG 2016 project migrating into something modern and relevant, yet keeping its DNA.” Launched in 2017 as ZenCash, the network has already gone through several iterations. It rebranded to Horizen in 2018, introduced the Zendoo sidechain framework in 2020 and rolled out its EVM sidechain EON in 2023. That history underpins the latest shift, which aims to make privacy a practical feature rather than a niche add-on. Horizen Launches Mainnet on Base: Privacy-First EVM-Native L3

With deep roots in onchain privacy, Horizen has successfully migrated to Ethereum as a Layer-3 blockchain on Base for privacy-enabled and regulatory-ready applications. Horizen has officially launched its mainnet as an EVM-native rollup on Base, marking its full transition from an independent proof-of-work blockchain to a privacy application-focused chain within the Ethereum ecosystem. The move positions Horizen as a high-performance infrastructure layer where developers can deploy Solidity-based applications while tapping into Base’s liquidity, developer ecosystem, and compliance-forward approach. This milestone follows the July 2025 migration of ZEN, Horizen’s native token, from its original mainchain to Base as an ERC-20 asset. With its 21-million token cap preserved, ZEN now trades on decentralized exchanges such as Aerodrome and Uniswap, and legacy token holders can claim their migrated assets through Horizen’s dedicated portal. ZEN is currently available on Binance, Binance US, Coinbase, OKX, Bybit, Bitget & other major exchanges. Launch partners include leading ecosystem infrastructure providers that enable developers to build robust apps on Horizen from day one: Caldera for rollup-as-a-service, LayerZero for omnichain interoperability, Stork for low-latency oracle feeds, Den for multisig wallet support, and Goldsky for indexing and data streaming.  In July, Horizen introduced a five-year developer funding program in partnership with Thrive Protocol allocating 1 million ZEN tokens (roughly $8.8 million). to support builders creating privacy-first onchain applications. PANews reported on December 9th that Horizen, a privacy project founded in 2017, has officially transitioned to a Layer 3 mainnet on Base, aiming to provide "compliant optional privacy" features. The project has abandoned its old mainnet and EON sidechain and relaunched the ZEN token. Horizen plans to invest 100 million ZEN over five years to support the development of privacy-related applications, including those in finance, gaming, and social scenarios. The new architecture supports customized modules by jurisdiction, enabling compliant disclosure. ZEN is now traded on the Base chain and is supported by exchanges such as Binance and Coinbase.
