Sergei Iltiakov, founder and CEO of MIRINS LLC, has developed a unique approach to managing distributed telecommunications teams. In 2025, they completed more than 10,000 service orders across 10 interstate projects — six times more than in 2024. At the same time, MIRINS LLC teams operate in remote areas, connecting both residential homes and social infrastructure facilities to the internet.

Geography and dynamics

“When I founded MIRINS LLC, my goal was to develop a management model that could operate effectively in an environment of geographically distributed projects and the high dynamics of the telecommunications industry. We built a structure that combines centralized strategic management with decentralized execution of tasks in the field,” says Sergei Iltiakov.

Centralized Management, Decentralized Execution: How Sergei Iltiakov’s Organizational Model Is Transforming the Telecom Industry

The system he created is based on a central team responsible for project coordination, interaction with telecom operators, resource planning, and quality control, while technical teams operate in a distributed manner directly in the regions where the projects are implemented.

According to Iltiakov, this system has three key features that make it possible to achieve exceptional efficiency. All processes are recorded in digital reporting systems, which makes it possible to monitor project progress almost in real time. This ensures full operational transparency, which is essential given the high level of autonomy of the technical teams.

“We train specialists to work with different types of telecommunications networks and to make technical decisions independently on site,” explains Sergei Iltiakov, noting that the organizational structure remains flexible: teams can be quickly reassigned between projects and regions depending on the needs of telecom operators.

“Thanks to this model, we have been able to maintain steady company growth even while working on several projects simultaneously across different states,” says the founder of MIRINS LLC.

Flexible partnerships

The business model created by Sergei Iltiakov is based on cooperation with several telecom operators. Among them are some of the largest players in the market:  T-Mobile, Intrepid Fiber Networks, Point Broadband, 123NET, and Fastwyre.

“We act as a flexible operational partner for multiple telecom operators at the same time,” explains Sergei Iltiakov, emphasizing that this cooperation is mutually beneficial, as telecommunications providers often face the need to scale infrastructure within a short timeframe.

MIRINS LLC does not compete with the internal structures of telecom operators but rather complements their capabilities. Operators engage Sergei Iltiakov’s company as an operational contractor that already has a trained network of specialists and established management infrastructure. This model is particularly in demand in projects aimed at expanding broadband infrastructure in rural and sparsely populated regions.

Managing distributed teams

“Managing teams located thousands of miles apart requires complete operational transparency. When every task is documented and visible in real time, distance stops being a problem,” says Sergei Iltiakov. In the model he created, each team has become part of a unified operational system. This approach has become the foundation for the company’s steady growth and has enabled remarkable scaling.

“All key processes from task assignment to reporting  take place through digital communication platforms. Special attention is given to training and the standardization of processes. Regardless of which state a team operates in, it follows the same standards for work execution and quality control,” says Sergei Iltiakov.

The founder of MIRINS LLC also emphasizes that even when building highly complex technical processes, he focuses on ensuring that team members understand the purpose behind their work and recognize how activities at each infrastructure site help bring reliable connectivity to communities.

Connecting critical infrastructure

MIRINS LLC teams connect subscribers across the country, including in Minnesota, Alabama, Michigan, Nebraska, and Colorado, where the problem of the digital divide still exists. Thanks to Sergei Iltiakov’s company, high-speed internet is reaching schools, medical institutions, and municipal administrations. Connecting such facilities is particularly important because they provide access to essential services: telemedicine, distance learning, and government services.

“From a technical standpoint, these projects require a heightened level of responsibility and quality control, as the reliability of the connection is critical for the functioning of these institutions,” says Sergei Iltiakov.

Digital project records

Interactions with subscribers in remote areas may continue even after the initial connection is completed. Disputes in telecommunications occur everywhere, but in major cities they are easier to resolve, as service centers are often located within close proximity to the subscriber. In remote areas, such infrastructure is usually absent, which is why Sergei Iltiakov developed a system of digital project records that captures all details of completed work, including testing reports, connection parameters, and other technical specifics. These digital project records help resolve disputes, and if connectivity must be restored after a fire, an accident, or another emergency, the availability of complete data significantly speeds up the process.

Sergei Iltiakov’s approaches have proven highly effective in the telecommunications market. While MIRINS LLC completed 1,628 service orders in 2024, the company carried out 10,367 in 2025. “This is not just about growth,  it is about building a system capable of handling complexity without sacrificing quality,” says the company’s founder.

Sergei Iltiakov notes that he plans to continue developing the company and scaling its operations by expanding the network of technical specialists and refining operational approaches. The experience of MIRINS LLC shows that demand from the market is strong, but, according to Iltiakov, the most important demand comes from consumers — people want high-speed internet to reach every home.
