PANews reported on February 20th that Vitalik Buterin stated in an article on the X platform that there is a significant synergy between the FOCIL mechanism and Ethereum's EIP-8141 (based on 7701), the account abstraction proposal. EIP-8141 elevates smart accounts (including multi-signature, quantum-resistant signatures, key changes, gas sponsorship, etc.) to "Category 1 citizens," meaning that operations from these accounts can be directly packaged as on-chain transactions without additional encapsulation. Simultaneously, privacy protocols can also achieve a multi-tenant account model through paymaster or 2D nonce mechanisms, thus gaining the same level of native support.
FOCIL offers a censorship-resistant, fast transaction inclusion mechanism. Combined with FOCIL, various transactions, including smart wallet transactions, gas-sponsored transactions, and privacy protocol transactions, can be included in the block through one of 17 randomly selected roles (proposers or includeers) in each time slot. Vitalik stated that this design ensures that transactions are almost guaranteed to be on-chain within 1–2 time slots even in adversarial environments.

In the current version, each FOCIL is approximately 8kB in size, which is relatively small, but there are future expansion paths available to support most transactions in a block entering through the FOCIL channel. This architecture is similar in characteristics to the Multiple Parallel Proposers (MCP) design, but the difference is that FOCIL does not control the "last look" associated with MEVs; this role is still allocated through the ePBS auction mechanism.
Vitalik emphasized that even if 100% of block slots were monopolized by adversaries through the proposer-builder separation (PBS) mechanism, refusing to connect to the public mempool or discriminating against specific applications, FOCIL could still ensure that all transactions were quickly included. While this design did not eliminate the centralization risk of the proposer role, it significantly weakened its power.
Under the EIP-8141 framework, transactions from smart wallets or privacy protocols can be directly received by FOCIL contributors through the public mempool, without additional intermediaries or encapsulation processes. Vitalik concluded that Ethereum is accelerating its core architecture upgrades.
